In a large bowl toss together broccoli, green onions, and cranberries. In a smaller bowl or jar with a lid, mix together the oil, vinegar, and sugar until blended and the sugar dissolves. Drizzle over the broccoli and toss to coat. Refrigerate covered until serving, at least 2 hours. Sprinkle on the sunflower kernels, shredded cheese, and bacon at service.
